摘要目前天然气出厂价、管输费和终端配气系统的定价以国家和地方政府定价为主,而LNG定价主要采取与替代能源挂钩的机制,通过定价公式进行调整。由于LNG定价与国内目前的天然气定价机制存在很大不同,因此国内天然气定价会对LNG进口在资源引进、LNG贸易、天然气计量方式、LNG国内经营模式及国内天然气价格等方面产生影响。通过分析评价这些影响,结合我国国情和世界天然气贸易发展状况,对天然气定价机制进行了研究,以求真正实现天然气的市场化来适应天然气产业的变化,促进我国天然气工业健康、有序、稳定发展。According to domestic natural gas pricing system,the state and local governments decide on the price of wellhead gas,pipeline gas,and the urban gas,while the price of LNG as alternative energy resource is adjusted by the pricing formula.Due to the big gap of pricing system between the imported LNG and the natural gas in China,there will be great impact on the imported LNG from many aspects including natural gas sources introduced,LNG trade,gas metering,LNG domestic trade,and the domestic gas price.Based on analysis on those impacts,this paper puts forward that the natural gas pricing mechanism should be kept on study and improved under the status quo of domestic and world gas trade to get the natural gas trade into the global market,and in this way natural gas industry will be developed steadily and properly.
