4月7日，应急管理部党委书记、部长王祥喜主持召开部党委会和部务会，研究部署二季度安全防范重点工作。强调要全力防范化解各类重大安全风险，坚决遏制重特大事故发生、有效应对突发灾害，确保人民群众生命财产安全和社会大局稳定。

会议强调，进入二季度，安全生产风险和汛期灾害交织叠加，安全形势更加严峻复杂，要始终保持清醒头脑，对重大风险隐患治理动真碰硬，集中精力抓好安全防范各项重点工作。

一要加强重点行业领域安全风险防控。以推进矿山安全八项硬措施落实落地为抓手，加大复工复产矿井抽查检查和违法行为曝光力度，强化行刑衔接和责任倒查，组织开展汛期矿山、尾矿库专项检查。持续抓好“三类场所”和居民楼、商场市场、宾馆饭店、景区游乐场等火灾防范。聚焦危化品“两重点一重大”，开展重大危险源企业“消地协作”督导核查，督促企业做好强对流天气、雷电、高温等防范应对。重拳打击、标本兼治特种作业证造假售假行为。协调有关部门加强对交通、建筑、燃气等行业领域安全监管。

二要持续抓好森林草原防灭火工作。突出西南和“三北”等重点地区，配合有关部门滚动排查野外违规用火和输配电设施等重大火灾隐患，督促各地发挥好林长制作用，压实防火责任，调动各方力量深入一线、看山护林，广泛开展安全宣传教育培训，筑牢森林草原防灭火人民防线。消防救援队伍要在高火险等级地区预置力量，加强与地方队伍的联勤联动，确保打早打小打了。

三要积极防范应对汛期各类自然灾害。督促重点地区加密强降雨、雷暴大风、风雹等灾害性天气监测预警，落实地下空间、低洼地区、临时建筑、户外作业等安全防范措施。抓紧组织开展各大流域汛前检查，推动各地及时公布防汛责任人，全面排查整治山洪、地质灾害及城市内涝等风险隐患，严格落实预警响应“叫应”机制，及时高效转移受威胁群众。强化地震趋势分析研判和震情监测预警，督促重点地区扎实做好预案、队伍、装备等应急准备。

The meeting stressed that entering the second quarter, production safety risks and flood season disasters are intertwined and superimposed, and the security situation is more severe and complex, we must always keep a clear mind, take hard actions to deal with major risks and hidden dangers, and focus on the key work of safety prevention.

First, we will strengthen the prevention and control of security risks in key industries and areas. To promote the implementation of the eight hard measures for mine safety as the starting point, increase the resumption of work and production of mine spot inspections and exposure of illegal activities, strengthen the connection between the execution of penalties and liability checks, and organize special inspections of mines and tailings ponds during flood season. Continue to pay attention to the "three types of places" and residential buildings, shopping malls, markets, hotels, amusement parks and other fire prevention. Focus on the "two key points and one major" of hazardous chemicals, carry out the supervision and verification of "waste ground cooperation" of major hazard enterprises, and urge enterprises to do a good job in preventing and coping with strong convection weather, lightning, and high temperature. Crack down on both symptoms and root causes of special operation certificate fraud and sales of fake behavior. Coordinate relevant departments to strengthen safety supervision over transportation, construction, gas and other industries.

Second, we must continue to prevent and extinguish fires in forests and grasslands. Highlight the southwest and the "three North" and other key areas, cooperate with the relevant departments to roll out the illegal use of fire in the field and major fire hazards such as power transmission and distribution facilities, urge all places to give full play to the production of forest long, compacted fire prevention responsibility, mobilize all forces to go to the front line, see the mountains and forests, widely carry out safety publicity, education and training, and build a strong forest grassland fire prevention people's defense line. Fire rescue teams should preset their forces in areas with high fire risk levels, strengthen joint work with local teams, and ensure that they hit early and small.

Third, we must actively prevent and respond to various natural disasters during the flood season. We will urge key areas to strengthen monitoring and early warning of severe weather such as heavy rainfall, thunderstorms and gales, and hailstorms, and implement safety precautions in underground Spaces, low-lying areas, temporary buildings, and outdoor operations. We will promptly organize and carry out pre-flood inspections in major river basins, encourage local governments to promptly publicize flood control responsibilities, investigate and rectify mountain floods, geological disasters, urban waterlogging and other potential risks, strictly implement the "call and response" mechanism for early warning and response, and transfer people at risk in a timely and efficient manner. We will strengthen analysis and assessment of earthquake trends and earthquake monitoring and early warning, and urge key areas to make solid emergency preparations such as plans, teams and equipment.
