宁夏300万吨/年CCUS示范项目是由地方政府牵手宁夏煤业公司和中国石油天然气股份有限公司长庆油田分公司两家行业龙头央企强强联合共同打造的绿色低碳示范项目,也是宁夏煤业公司积极落实国家“双碳”目标实现产业转型升级的一项有效举措。该项目在全球首次实现现代煤化工和大型油气田开采之间的绿色减碳合作,建成后将成为我国最大的碳捕集利用与封存全产业链示范基地,对保障国家能源绿色低碳安全高效转型具有重大示范意义。

为全力推进项目建设步伐,自今年开复工以来,煤制油化工工程建设指挥部与甲醇分公司以及施工单位紧密配合,严格落实宁夏煤业公司“一号文”要求和项目安全网格化管理制度。项目管理团队各级值班人员和各专业网格负责人驻守施工现场,狠抓安全管控、质量管控和进度管控。球罐焊接工作自3月8日开始,焊接工程量为1080米。为高质量完成球罐焊接工作,各参建单位精心筹划、周密部署,通过落实安全文明施工标准化图册,搭设安全设施,定期开展安全检查,不断进行隐患整改,确保施工人员作业安全;采用防火布对球罐进行全封闭围挡,保障焊接质量;细化节点,紧密工序衔接,压缩施工工期等一系列措施,严把安全、质量、进度关。

煤制油化工工程建设指挥部聚甲醛二期项目部副部长王培宁介绍:“在球罐焊接前期,我们针对焊接组对质量、外观尺寸、焊材烘干及使用、焊接预热及层间温度控制、焊接工艺执行等质量技术要求,在监理公司指导下,制定了有效预案措施,并对施工班组进行专项技术交底。在焊接过程中,我们又针对各方案措施落实情况、焊接工艺执行情况、焊工资质、焊材管理、工序控制等进行严格检查验收。同时又邀请了指挥部职能部门、其他项目部专业人员开展互查互检和对标学习,通过持续地检查整改提升和标准化创建,保证了球罐焊接质量和进度。”

该项目按照“一次规划、分期建设”的原则分三期实施。目前,一期工程主要建设50万吨/年二氧化碳捕集液化工程、40万吨/年二氧化碳驱油封存工程和10万吨/年二氧化碳煤矿井下综合利用工程,计划2024年10月建成投运。

Ningxia's 3 million tons/year CCUS demonstration project is a green and low-carbon demonstration project jointly created by the local government and Ningxia Coal Company and China National Petroleum Company Limited Changqing Oilfield Branch, two leading central enterprises in the industry, and is also an effective measure for Ningxia Coal Company to actively implement the national "dual carbon" goal to achieve industrial transformation and upgrading. The project is the first in the world to achieve green carbon reduction cooperation between modern coal chemical industry and large-scale oil and gas field exploitation, and will become China's largest carbon capture, utilization and storage industry chain demonstration base, which has great demonstration significance for ensuring the national energy green, low-carbon, safe and efficient transformation.

In order to fully promote the pace of project construction, since the resumption of work this year, the coal-to-oil chemical engineering construction headquarters has worked closely with Methanol Branch and construction units to strictly implement the "No. 1" requirements of Ningxia Coal Industry Company and the project safety grid management system. Staff on duty at all levels of the project management team and the person in charge of the professional grid are stationed at the construction site to pay close attention to safety control, quality control and schedule control. The welding work of the spherical tank began on March 8, and the welding engineering amount was 1080 meters. In order to complete the welding work of the spherical tank with high quality, the participating units carefully plan and carefully deploy, set up safety facilities by implementing the standardized drawing book of safe and civilized construction, regularly carry out safety inspections, and constantly carry out hidden dangers to ensure the safety of construction personnel; Fireproof cloth is used to enclose the spherical tank completely to ensure the welding quality; A series of measures such as refining nodes, closely connecting processes, and compressing construction periods are taken to strictly control safety, quality and progress.

Wang Peining, Deputy Minister of the polyformaldehyde Phase II Project Department of Coal to oil chemical Engineering Construction Headquarters, introduced: "In the early stage of spherical tank welding, we formulated effective plans and measures for the quality and technical requirements of the welding group, such as quality, appearance and size, welding material drying and use, welding preheating and interlayer temperature control, and welding process execution, under the guidance of the supervision company, and carried out special technical disclosure to the construction team. In the welding process, we also carry out strict inspection and acceptance for the implementation of various programs and measures, welding process implementation, welder qualification, welding material management, process control, etc. At the same time, we invited professional personnel from the functional departments of the command and other project departments to carry out mutual inspection and standard learning, and ensured the welding quality and progress of the spherical tank through continuous inspection, rectification and improvement and standardization."

The project is implemented in three phases according to the principle of "planning once and building by stages". At present, the first phase of the project mainly includes 500,000 tons/year carbon dioxide capture and liquefaction project, 400,000 tons/year carbon dioxide oil storage project and 100,000 tons/year carbon dioxide coal mine underground comprehensive utilization project, which is planned to be completed and put into operation in October 2024.
