In a March 16 statement, Sudan's Ministry of Energy and Petroleum detailed the clogging of the oil pipeline between pump stations 4 and 5. Because of the war, pipeline maintenance crews have been unable to access the area to transport the diesel needed to heat the oil and prevent it from solidifying. Freezing temperatures further increase the risk of clotting. Because the Sudan Rapid Support Force (RSF) cut off the communication network during the military operation, pipeline maintenance personnel were unable to contact Pump Station 4.

"Force majeure" means an unexpected event that prevents a party from performing the contract. Due to the war, the Sudanese side has been unable to meet its obligations to transport South Sudan's oil through the pipeline network to export terminals. Military activities have made it difficult for some oil pumping stations to get in and out, while others have had difficulty getting necessary supplies.

South Sudan's economy is largely dependent on revenue from crude oil shipped through Sudan for international sale. The ongoing war in Sudan has raised concerns about the sustainability of South Sudan's oil exports. Complicating matters further is the fact that South Sudan's main oil producer, Consolidated Corporation (DPOC), has declared force majeure due to a ruptured pipeline from Sudan, according to a report by S&P Global Insights. The pipeline damage coincided with the ongoing war between the Sudanese Armed Forces and the Rapid Support Force (RSF). South Sudan is completely dependent on Sudan's infrastructure, including pipelines, refineries and Port Sudan on the Red Sea, which exports 150,000 barrels of oil per day.
