4月6日19时,在东北销售公司的组织下,满载着2.5万吨汽油的“昆仑油202”缓缓驶离广东石化码头。这是广东石化投产运行一年多来发运的第757艘油轮。至此,东北销售累计调出广东石化成品油840万吨,资源辐射广东、广西、江西、福建、海南、湖南6省区33市。

打破资源物流瓶颈。华南地区作为我国经济最活跃的区域之一,成品油市场需求大、竞争激烈。广东石化投产前,中国石油在华南地区的成品油供应,主要来自东北、华北地区的直属炼化企业,油品从渤海湾各大港口下海,或经广州南沙油库再分转至华南市场各销售用户。由于海路运输周期长、运费高,加之渤海、黄海、东海及台湾海峡等航线易受台风等极端天气影响,华南市场的资源供应效率难以保障。广东石化投产后,华南地区资源配送运距缩短,供应效率提高,物流成本降低,区域保障能力大幅提升。

紧盯“一号工程”保产。东北销售紧盯广东石化投产后的生产进度,建立华南地区物流优化模型数据库,设计近百种脚本场景组织实施推演,夯实运行组织基础。与广东石化、中远海运、相关省区销售公司等单位建立储运销联动机制,针对运行中发现的问题开展研讨,提出有效的解决方法。运行一年多来,东北销售先后开通广东、海南、福建3省海运渠道,打通粤东、闽南、赣南、湘南公路配送路径,创新建立海铁联运发运粤北、江西、湖南模式,理顺资源串换和航煤发运流程。

深耕拓展华南市场。随着广东石化平稳运行,东北销售按照“粤油粤销”的资源运作思路,以市场为导向,推动“以销定产、以产促销”,强化资源平衡调配作用,提升区域资源保障能力,助力省区销售公司扩销上量。积极推进与中国石化、中国海油等企业的区域资源合作,不断创新互供模式,扩大区域串换规模,降低整体物流成本。紧紧抓住民航业快速恢复和市场营销策略变化的有利契机,深入开展市场调研,分析航煤市场需求,优化运力配置,大力拓展华南地区航煤市场,提升产业链价值。

下一步,东北销售将进一步畅通产销衔接,强化资源运作,精细物流组织,对广东石化各种运输方式的发运能力、周边地区需求及物流成本精准测算分析,确定最优经济辐射半径及发运优先级,推动集团公司产业链高质量发展。

At 19:00 on April 6, under the organization of the Northeast Sales Company, the "Kunlun Oil 202" loaded with 25,000 tons of gasoline slowly left the Guangdong petrochemical terminal. This is the 757th tanker shipped by Guangdong Petrochemical since it was put into operation more than a year ago. At this point, Northeast sales have transferred a total of 8.4 million tons of petrochemical products from Guangdong, and resources radiate 33 cities in Guangdong, Guangxi, Jiangxi, Fujian, Hainan and Hunan.

Break the bottleneck of resource logistics. As one of the most active economic regions in China, South China has great demand and fierce competition in the refined oil market. Before Guangdong Petrochemical was put into operation, CNPC's refined oil supply in South China mainly came from the refining and chemical enterprises directly under the Northeast and North China, and the oil products were sent to the sea from the major ports in Bohai Bay, or were transferred to the sales users in the South China market through the Nansha oil Depot in Guangzhou. Due to the long sea transport cycle, high freight, and the Bohai Sea, Yellow Sea, East China Sea and Taiwan Strait routes are vulnerable to extreme weather such as typhoons, the efficiency of resource supply in the South China market is difficult to guarantee. After Guangdong Petrochemical was put into operation, the resource distribution transportation distance in South China was shortened, the supply efficiency was improved, the logistics cost was reduced, and the regional security capacity was greatly improved.

Keep an eye on "Project One" to ensure production. Northeast Sales paid close attention to the production progress of Guangdong Petrochemical after putting into operation, established the logistics optimization model database in South China, designed nearly 100 kinds of script scenarios to organize implementation and deduction, and consolidated the operation organization foundation. Establish storage, transportation and marketing linkage mechanism with Guangdong Petrochemical, COSCO Shipping, related provincial sales companies and other units, carry out discussions on the problems found in the operation, and put forward effective solutions. In the past year of operation, Northeast Sales has opened maritime channels in Guangdong, Hainan and Fujian provinces, opened up highway distribution routes in eastern Guangdong, southern Fujian, southern Jiangxi and southern Hunan, innovated the establishment of sea-rail transport shipping modes in northern Guangdong, Jiangxi and Hunan, and rationalized the resource exchange and aviation coal shipping processes.

Deep cultivation to expand the South China market. With the smooth operation of Guangdong Petrochemical, Northeast sales in accordance with the resource operation idea of "Guangdong oil and Guangdong sales", market-oriented, promote the "production by sales, production promotion", strengthen the role of balanced allocation of resources, improve regional resource security capabilities, and help provincial sales companies expand sales volume. Actively promote regional resource cooperation with Sinopec, CNOOC and other enterprises, constantly innovate mutual supply models, expand the scale of regional exchange, and reduce the overall logistics cost. Firmly seize the favorable opportunity of the rapid recovery of the civil aviation industry and the change of marketing strategy, carry out in-depth market research, analyze the market demand of aviation coal, optimize the allocation of shipping capacity, vigorously expand the aviation coal market in South China, and enhance the value of the industrial chain.

In the next step, Northeast sales will further smooth the connection between production and marketing, strengthen the operation of resources, fine logistics organization, accurate calculation and analysis of the shipping capacity of various transportation modes of Guangdong Petrochemical, the demand of surrounding areas and logistics costs, determine the optimal economic radiation radius and shipping priority, and promote the high-quality development of the industrial chain of the Group company.
