印尼总统佐科维在8月7日颁布了新总统指示令Presidential Instruction No.5/2019, 要求森林与环境事务部和其他相关部门以及地方政府停止为占用原始森林或泥炭沼泽的项目发放许可，以保护这两类重要的生态资源。受此影响，部分电站项目（尤其是水电和地热电站）、油气田和煤矿项目将受影响。

　　前总统苏西洛·班邦·尤多约诺（Susilo Bambang Yudhoyono）政府于2011年发布了关于暂停开放初级森林和泥炭地的新许可证的总统令，但特别规定了属于国家重大战略项目除外。此次佐科维政府颁布的新总统指示意味着现任政府将对于准证发放更为严格。

　　8月21日周三内阁秘书长对媒体解释，对于涉及到国家经济命脉的重点基建项目仍然可得豁免，例如油气、地热、发电和农业种植项目等。尽管如此，对于正在印尼开发处于早期阶段的中小型水电项目的公司需要注意，如果恰巧位于原始森林地带尤其要提前和相关部门以及律师沟通，因为中小型项目往往难以归类为“重大战略项目”。实际上，印尼已经发生过因为环评事宜导致项目失败或暂缓的众多项目案例，包括水电和火电项目。

　　President Joko Widodo had on August 7 issued a new Presidential Instruction No 5/2019, instructing the Ministry of Forestry and Environmental Affairs and other related ministries and regional administrations to stop issuing new permit for the utilization of primary forest areas and peat lands for economic and other activities in a bid to help resolve the deforestation and forest degradation problems.

　　The previous administration of President Susilo Bambang Yudhoyono issued in 2011 a presidential instruction on the moratorium of new permit for the opening up of primary forest and peat land areas, except for a number of strategic sectors and government programs.  The new presidential instruction means that the government has permanently stopped the issuing of such new permits.

　　The Cabinet Secretary said in a statement obtained Wednesday, however, that exemption are given to economic sectors considered as vital for national development program including oil and gas, power generation, geothermal, and certain food crops.  New permit for strategic infrastructure projects are also still allowed.

　　Mining activities are not exempted.  The statement, however, said that companies which have obtained principles of approval from the Ministry of Forestry and Environmental Affairs prior to the issuance of the 2011 presidential instruction to utilize forest areas can still proceed in getting the permit.
