按照油气工艺研究院六届二次职代会“以管理正向拉动为导向,做好全业务链的风险管控,重新组建专、兼职‘合规管控队伍’,实现机关和基层互检”的工作要求,这个院依托管理干部“爱岗工程”,结合各管理岗位识别业务风险的等级和数量,组织了“专兼职合规管控队伍”的竞聘工作。

为落实好此项工作,年初,由院经营科牵头征求机关、基层意见建议,识别关键流程、重点风险,确定专职报销岗、物资设备岗、选商合同岗、生产运行岗,兼职经营财务领域、生产保障领域、绩效监督领域,形成了《油气工艺研究院专职合规管控队伍建立实施方案》和《油气工艺研究院兼职合规管控队伍建立实施方案》。明确了专职合规管控队伍在机关管理人员中选拔,兼职合规管控队伍在基层管理人员中选拔的竞聘制度。

全院员工积极响应踊跃报名,基层单位认真负责积极推荐。竞聘会上,由涉及兼职领域的5名机关部门主任担任评委,对基层所择优选报的25名人员进行了评审。竞聘者通过个人工作情况陈述,向评委展示了自己的优势和特长,并围绕竞聘岗位阐述业务流程和相关制度。各部门评委分别对分管领域的业务进行了提问,并现场打分公布结果。经过激烈的角逐,最终评选出7名专职合规管控成员和12名兼职合规管控成员。

据了解,自2021年以来,这个院根据工作实际,强化重点管控领域,明确合规管控岗位,通过公开竞聘的方式,选拔政治素质好、敢于担当、业务水平高、管理能力强的优秀管理人员组建专职管控队伍,并赋予他们一票否决权,跨科室全过程管控重点业务流程,推动院内管理工作走上正规、有序、高效的轨道。

In order to implement this work well, at the beginning of the year, the Business Department of the hospital took the lead in soliciting opinions and suggestions from organs and grassroots, identifying key processes and key risks, determining full-time reimbursement posts, material and equipment posts, supplier selection contract posts, production operation posts, part-time operations in the field of finance, production security fields, and performance supervision fields. The competitive recruitment system that the full-time compliance control team is selected from the management personnel of the organ and the part-time compliance control team is selected from the grass-roots management personnel is clarified.

The staff of the hospital actively responded to the active registration, and the grass-roots units were seriously responsible and actively recommended. At the recruitment meeting, five directors of organs and departments involved in the part-time field served as judges, and 25 personnel selected by the grassroots were eva luated. Through personal work statements, the candidates showed their strengths and strengths to the judges, and explained the business process and related systems around the job. The judges of each department asked questions about the business in their respective areas, and scored and announced the results on the spot. After intense competition, 7 full-time compliance control members and 12 part-time compliance control members were selected.

It is understood that since 2021, according to the actual work, the hospital has strengthened key control areas, clarified compliance control positions, and selected outstanding managers with good political quality, courage to take on responsibilities, high professional level and strong management ability through open competition to form a full-time control team, and gave them a veto to control key business processes throughout the whole process of cross-departmental management.
